Nel 1961 Kennedy si rivolse all'Assemblea Generale delle Nazioni Unite invitando gli Stati membri a «join free men in standing up to their responsibilities». In un discorso pubblico a New Orleans nel 1962 disse che gli Stati Uniti dovevano «bear the burden... of helping freedom defend itself». Nel 1963, in un messaggio speciale al Congresso, presentò la situazione con queste parole: «Freedom, all freedom, is threatened by the subtle, varied, and unceasing Communist efforts at subversion in Latin America, Africa, the Middle East, and Asia».
